7 critical themes on recruiting

I just read an article that stated something interesting. "You have to be persistent and consistent with your personal recruiting." The author has interviewed many top recruiters and there seems to be seven critical themes to their recruiting. If you follow the themes, will you become successful?
1 - Recruiting is a process.
2 - Recruiting is continuous.
3 - Recruiting leverages your time.
4 - Recruiting sets an example.
5 - Recruiting has no boundaries.
6 - Recruiting increases your personal development.
7 - Recruiting is a highly prized skill set by companies.
